The Donation of Electoral Votes in Exchange for Election Reforms

 

This (items listed under A and B) is what John Manimas and the all those who voted for him and the election reform platform of the Real Democracy Party (USA), must receive first in order to donate their Presidential Electoral Votes to the Democratic candidate for President, November-December 2020.

 

 

A)  Election Reforms:

 

3 to 9 PE Votes:  1, 2, 3, 4

 

1)  Based on the protected rights enumerated in the Fifth Amendment, no eligible citizen shall be denied voter registration, except by a court of competent jurisdiction by issuing the proper public judicial notices and orders not less than fifteen days prior to the next election.  No ballot cast shall be disqualified, voided or removed except by a court of competent jurisdiction by issuing the proper public judicial notices and orders.

 

2)  All voter identification requirements shall be provided by the state and federal governments to each voter.  Any federal or state voter identification cards, photographs, certifications or documents shall be paid for by the government agency.

 

3)  All registered voters shall be required by law to register as "no party" voters unless they choose to surrender their right to a secret ballot.  A voter who registers as a party member shall have surrendered their right to a secret ballot and made their ballot public rather than secret or private; their ballot with all of the votes cast shall be a public document.  Voters who protect the secrecy of their ballot by registering as "no party" voters shall be free to identify themselves as party supporters in any other private or public venue.

 

4)  Based on the Constitutional guarantee of a republican form of government, voting shall be obligatory for adult citizens similar to the legal obligation to serve on jury duty in order to enable the Constitutional promise of a trial by jury for anyone accused of a crime.  The citizen obligation to vote shall be the minimal level of participation required, in addition to the payment of all legal taxes, to sustain a democratic process for a republican form of self-government.  There shall be a small but reasonable fee for government services without participation, as may be deemed necessary, imposed on a citizen eligible to vote but who chooses not to vote.

 

10 to 19 PE Votes:  5, 6

 

5)  In order to perform the duties of the federal government and support the Constitutional guarantee of a republican form of government, the Congress recommends that all elections of and ballots for legislators and executives include vote donation and coalition government or coalition party government, including the presidential electoral votes cast by each and all of the states' Presidential Electors in the Electoral College.  Further, the Congress recommends that all ballots enable Rank Choice Voting and Fusion Voting for all legislative and executive offices on the federal, state and municipal levels.  Neither major nor minor political parties shall be required by law to enter into any coalition with another party either before or after an election.

 

6)  In order to perform the duties of the federal government and support the Constitutional guarantee of a republican form of government, the Congress recommends that every citizen be registered to vote at birth and remain registered and eligible and registered throughout their lifetime subject only to providing accurate records for changes of address, voting status, and voting districts or absentee voting categories.

 

20 to 49 PE Votes:  7, 8, 9

 

7)  Gerrymandering of districts or designing voting districts in any manner intended to capture party votes or enclose an identified demographic group or predicted voting pattern shall be illegal.  Any form of voter suppression shall be illegal, including any unreasonable application or identification requirement imposed upon a citizen, as well as remote locations of polling places or ambiguous listings of candidates on official ballots.  There shall be severe felony penalties for any act of gerrymandering, election manipulation or voter suppression, including but not limited to incarceration without parole and monetary fines imposed on individuals and election authorities where the crime occurred.  

 

8)  The communications and recording technology for elections shall be publicly owned or in the public domain and shall be as advanced as that used for military communications systems or commercial financial transactions (credit cards and ATM cards or money transfers from one account to another).

 

9)  At each election each voter shall be provided with a paper print-out of the votes that they have cast at that election, if requested.  A nominal fee may be charged. 

 

 

50 to 79 PE Votes:  10, 11

 

10)  A “ballot” shall be a single vote for a single elective office.  A sheet, screen or list of more than one elective offices to vote for shall not be deemed to be a single ballot.  Example:  if six offices are listed on a sheet, screen or table, that document shall constitute six distinctly separate ballots and disqualification of one ballot due to a mark added or missing mark, or any other issue in the way that the vote was entered, shall not cause disqualification of any of the other ballots included on said sheet, screen or table.

 

11)  There shall be a National Elections Commission (NELC), subject at least in part to local and state committee review, that shall have the power to monitor and recommend elections technology and elections management and supervision.  The National Elections Commission shall have the power of investigation and indictment for election authority crimes.  The NELC shall be assigned the duty to recommend elections technology and procedures to all election authorities in all states, municipalities, counties and other election districts.  A new elections system, however designed, shall always provide for direct implementation of the will of the people through the elections process.  This means that if the voters lean to the left, their votes shall benefit the left-leaning candidates and implement public policies and laws that lean to the left, and if the voters lean to the right, their votes shall benefit the right-leaning candidates and implement public policies and laws that lean to the right. 

 

B)  Additional Reforms Under B:

 

80 to 99 PE Votes:  additional item under B

 

B) 1)  The federal government shall provide for, by clear and concise legislation, the legal status of a Social Alliance Corporation (ALCO).  A Social Alliance Corporation shall be an incorporated business entity that exists for profit, but whose primary purpose shall be production of a public good in a cooperative relationship with the local, state and federal governments.  Compensation of employees, employment benefits for employees, and personnel policies shall include consideration of the wishes of governing bodies and the corporate activities shall not be primarily dedicated to maximizing monetary profit for the investors who have provided funding for the business enterprise of the Social Alliance Corporation.  Governing bodies may provide benefits, at public cost, including but not limited to education and training for current or prospective employees, adjustments to taxation rules or a contribution of public property in order to support the successful operation of a social alliance corporation.  Upon the creation of the legal status of Social Alliance Corporation (ALCO), all other for-profit corporations shall be designated as a Standard Investors Corporation SIC).  Any Standard Investors Corporation shall be characterized as a corporation that is dedicated to the monetary profits of the investors who have provided funds for the corporate business activities.  A business entity that is not certified, licensed or chartered as a social alliance corporation shall not be eligible to receive any benefit of monetary value from a body of taxpayers and shall not enjoy or suffer the participation or interference of any government body in the corporate policies or conduct of its business activities.  All health and safety laws and taxation laws shall apply to all corporations equally and without regard to any real or alleged public benefits provided by a Standard Investment Corporation or by a Social Alliance Corporation.

 

100 to 269 PE Votes:  two additional items under B

 

B) 2)  (Right and free access to planned social integration.)  The federal government shall provide for, by clear and concise legislation, public access to deliberate and planned ethnic, racial, religious or any other social form of integrated group, association or organization, with no legal obstacles to the plans or mechanisms chosen in order to create a de-facto integrated group of members or participants.  The freedom to integrate shall apply to any group of 80 or more employees of the same employer, or any group of residents of a street, neighborhood or community or municipality, region or state, students in a school, or corporation or institution, wherein there shall be no law, rule or regulation that prevents the deliberate plans or choices exercised, regardless of whether such plans or choices are deemed by others to be a form of discrimination or affirmative action or quota or bias.  Planned integration of a social group shall be regarded as a legal right and shall be designated as the "right to integrate" or the "freedom to integrate."     

 

B) 3)  (Political Party Primaries)  No public funds may be used to pay for the planning or internal activities of a political party, whatever the number of members or support received measured in number of votes or amounts of contributions.  When a political organization is engaged in selection of their candidates to run for office in or under the party name, the party must provide all of the labor, equipment and funding necessary to accomplish the process of nominating, selecting or electing their candidates.

 

270 or more PE Votes:

If I am elected to the office of President of the United States, I will address every major economic, political issue and all public policies with practical solutions.  I will not grant a pardon to any person convicted of a crime who was previously a federal employee or who was compensated by tax funds paid to that person or the organization that employed them.  I am qualified to perform the duties of President because I have 30 years of experience in human services and civil service.  I understand the rule of law and the Constitutional guarantee that all persons will be treated equally before the law.
